Olga Balytska is a well-known expert in legal issues dealing with real estate, construction and land use with more than 16 years of experience in leading international and Ukrainian companies. She was repeatedly elected as a Chair of the Real Estate Committee of the European Business Association (EBA), she’s also a member of the Kyiv City Council Commission on Urban Development, Architecture and Land Use. 

Olga is the head of the EBA’s ad hoc committee on the land market, created in early 2019 in order to lift the moratorium on the sale of agricultural land and to launch a transparent land market. Under Olga’s leadership, the committee worked out draft ordinances for supplementing and amending legislation in this sphere. 

Olga is the head of real estate practice at PwC Legal Ukraine, she advises representatives of the agricultural sector on the issues of land use, obtaining rights to land plots, legal land inventory, protection against raiding, preparing agricultural producers to the land market opening and / or bringing their activities in line with the requirements of Ukrainian legislation. Olga also heads a group of lawyers at PwC Legal Ukraine in the ECHR case aimed at restoring the property rights of a Ukrainian landowner and a Ukrainian farmer to free use of land plots. 

In addition, being a deputy of the Kyiv City Council, Olga dealt with issues of urban planning and land use and came up with numerous initiatives aimed at resolving the most scandal-ridden developments in the city of Kyiv, as well as projects that introduce fundamental changes in the sphere of urban planning. In particular, Olga was the head of the work group on the development and a co-author of the Procedure for acquiring rights to land from communal lands in Kyiv.
