Daniel Bilak is the Managing Partner of the Kyiv office of CMS Cameron McKenna. With over 25 years of experience working in the private and public sectors in Ukraine, he has extensive knowledge of the local market and recognised expertise in managing legal risk on behalf of clients.
Daniel’s practice focuses on major international and Ukrainian clients working in the energy, agribusiness, infrastructure and IT sectors. He advises developers, private sector and international financial institutions (including the European Bank for Reconstruction and Development), international agribusinesses, as well as international oil & gas and renewable energy companies on infrastructure, project finance, road concession and port construction projects, land use, investment and regulatory issues. He is also Counsel to the Business Ombudsman Institution, a key anti-corruption mechanism for the business community in Ukraine.
Between 1995 to 2006, he was a senior United Nations Development Programme (UNDP) governance expert, providing advice and assistance on rule of law, anti-corruption and regulatory issues to the Ukrainian government, including the President, Prime Minister, and the Minister of Justice of Ukraine. Daniel’s previous experience also includes having served as General Counsel at Emtec Corporation, a Canadian publicly-listed high technology company involved in commercialising energy-saving and new metal alloys technologies developed in Ukraine around the world.
Daniel is regularly invited to speak at major international conferences in Ukraine and abroad. Over the past year he has facilitated sessions atthe Kyiv Post Tiger Conference, a conference regarding the EU-Ukraine Association Agreement at the Hague, the Wilton Park Seminar: Challenges to European Security: Parliamentary Perspectives and Responses, and lectures to students at the Ukrainian Catholic University in Lviv.Daniel serves as a Member of the Senate (the governing council) of Ukrainian Catholic University.
